General Upper Secondary Education in English is intended for applicants whose language skills are insufficient to complete general upper secondary education in Finnish or Swedish due to the duration of their prior education in Finland.
A person is considered to have insufficient language skills to complete the syllabus of general upper secondary education for young people in Finnish or Swedish only if they have completed studies referred to in the Basic Education Act for no more than three years.
Applicants who are not citizens of a European Union member state or a state belonging to the European Economic Area must have been granted a residence permit other than one based on studies under the Aliens Act.
For particularly weighty reasons, a person who does not meet the above requirements may also be admitted as a student.

Applications are submitted through the joint application system. Studying in the English-language general upper secondary programme requires good English language skills, which will be tested in the entrance examination. The entrance examination also assesses the academic skills required for general upper secondary studies. Foreign applicants must provide an official document of their previous qualification as well as an official English translation of the certificate. However, only performance in the entrance examination will be considered in the selection process: previous academic achievement does not affect admission.
